Instructions
Open the eye on a one-inch silver-plated eye pin, add a puffed heart charm, then close the eye. Add a 4mm fire-polished bead onto the eye pin, then make a simple loop in the same direction as the original eye loop. Cut off and discard the tail. Repeat seven more times to create a total of eight outer links.

Attach a link to a hole in the edge of the larger open flower bead cap.
Attach a link to every other hole in the edge of the bead cap until all links are attached. Set the linked bead cap aside.
Create a link as in Step 1.
Open the loop on a second eye pin. Add the link you just made, then close the eye pin. Add a 4mm fire-polished bead to the eye pin, then make a simple loop in the opposite direction as the original eye loop.
Cut off and discard the tail. (Double link made.)
Repeat five more times to create a total of six links.
Attach a link to a hole in the edge of the smaller filigree bead cap.
Attach a link to every other hole in the edge of the bead cap until all links are attached. Set aside.
Create a double link as in Step 2.
Add a third, identical link to this double link, creating a triple link.
Open the loop of a fourth eye pin. Add the triple link you just made and close the eye pin.
Thread the eye pin attached to the triple link through the center hole of the bottom side of the smaller bead cap. Then thread the eye pin through the center hole of the bottom side of the larger bead cap.
Add a 4mm fire-polished bead to the eye pin. Make a tight simple loop, then cut off and discard the tail.
Add a teardrop ear wire to the simple loop at the top of the earring.
Repeat for second earring.
