Is there a rule of thumb for what gauge of headpins to use for various projects (i.e. making dangles on earrings, adding a dangle to a bracelet, etc.)?

The primary rule of thumb is to choose the heaviest gauge that fits through the bead hole.
You can determine the size of the wire by using the FREE online "Wire Gauge Conversion" chart or measure the holes in the beads using the bead hole gauge pin set.
