Round-nose pliers or wire-wrapping pliers are the best tools for bending memory wire. You would be required to use your hands when bending the wire around a mandrel and due to the very strong nature of memory wire, that would be challenging to do. Pliers will give you the leverage needed to move the wire, as well as to help form it into a neat, round end.
Note: When cutting memory wire, be sure to use memory wire shears, since the density of memory wire will damage the blades of standard flush-cutters.
